Board Meeting Minutes

TRC meeting August 17, 2006   at G&F

OLD BUSINESS:

(WS)    200 yard line berm refurbishments.  No progress to report.

Relocation of Public Range firing line.  (Waiting approval from G&F)

Upgrade of Range Electrical system in RV & Action Range areas.

Action range power panel relocation.  Larry to request bid from CC electrical.

Alibi Inn – Roof runoff is pooling in shop area.  Need to add gutter to channel water away from building.

NEW BUSINESS:

Liability Insurance policy has been renewed.  (A mid year change)

(KR)  Water damage to action range restrooms – dry wall and plywood damage and mold growth.  Suggest we cut away at proper height from floor and remove affected material.  Replace any drywall with water resistant ‘blue board’

Cut furring strips and wall board with saber or circular saw.  Remove linoleum floor.

Apply bleach & water as disinfectant

BORDER TOWN (Lewis Peery) – Will need water control or removal of standing water in short bays.  Suggest we either buy or rent trash pump for pumping these areas.

Northern Tool has a 4 to 5 HP pump in the $400 range.  Need pick-up and strainer and output hose for sending water into wash areas?

(BW) Joe Ulhman reinstatement.  Agreed as long as he maintains proper decorum.

Website link IAW John Luiten – We will allow linkage to our WS in good taste.

Anthony Chavez (in attendance) – our new G&F Contact.  Is State wide shooting range administrator.  Administrator for matching range funds .  He wants to simplify and implement a quicker range grants for smaller amounts.  Sort of an ‘up front’ granting of RIP funds to perhaps an 80% level.  He will propose this to the Commission at their October meeting.  BAR is to absorb the Clay Target Center on September 18th and this will add additional income to operations.

Mtg Adjourned.

TRC Meeting for June 15, 2006    ( @ G&F Offices)

(AS) G&F has delayed approval for the Sight-In Range firing line.  Will is awaiting the return call from Phoenix .  We have submitted the previously approved plans used for the replacement equipment Ramada located behind the Alibi Inn building.   John Schaefer is directing the $5K effort.

(AS) Board approval for so called ‘non-PC’ website links is tabled.  Clarification from our webmaster is needed for cogent decision.  (Send email to John and get his rationale and plans.)

(AS) Advice from G&F regarding ‘problem people’ customers (e.g. Jim Pyle, et al) is not expected.  TRC as administrator of range operations is responsible for rules & regulations of day to day range ops. G&F says we may handle situations as we deem fit.  (G&F contact is John Romero)  If necessary (in the case of an uncooperative rule violator) we call PCSD to have nincompoops removed from the range if necessary.  In this way the action is documented in government data base.

(MW) Land mark rock that locates the site of the original Tucson Rifle Club range (now occupied by Pima College Campus – West), has a bronze plaque with the inscription of a dedication to Dr. Anton Schnabel (sp?) on a hill near the original 600 yard firing line.

Could or should this rock be recognized by the Arizona Historical Society?  Should this monument be relocated to the present TRC range?  (This could cost many thousands of dollars to move the many ton rock that the plaque is affixed.)  May and/or Marlys will investigate.

(MW)  Friends of the NRA ( Tucson chapter – Old Pueblo) will be held on July 15th at Westin La Paloma Resort.  Ron Calderone will collect 8 names (7 excluding himself) to attend.  Regular attendees of the monthly meetings get first chance.  Spouse dinner fees are not covered in this invitation.  POC is Ron.

(MK)  Maury is working a ‘self help’ activity to rebuild the high power firing lines.  The 200, 300 and 600 yard lines will be reworked.  A post & plank barrier will be installed and backfilled to widen and level the firing line positions.  Work with begin on the 200 yard line.  Material estimates are about $2,500 per line.  Motion to fund the first phase of the work for $2,300 is PASSED.

(MK)  Rifles for Veterans – Maury had collected money to purchase and refurbish an M1 for a returning veteran (in Scottsdale area).  Motion for TRC to fund the difference to procure a ‘rack grade’ M1 for a Veteran and fix it up. ($250) – PASSED.  Bookkeeping details to be worked out between Maury and May.

(LN)  Public Sight-in Range :  Large slow bullets striking the floor of the bay have potential of diverting to adjacent ranges.  The down range effects on the adjacent High Power Rifle Silhouette range is of particular concern.  Posted rules limit target placement at the full length of the bay such that bullets fired at targets will strike the impact berm.  This rule should be strictly enforced for pistol shooters.

TRC Meeting minutes for May 18th, 2006 (@ Diamondback)

OLD BUSINESS:

(WS) Warning signs generated for the 1K range for use on the Action Range during 1000 yard matches.

(AS; BW)        Kitchen stove has been removed and the breakers shut down.  Current capacity is available for other circuits.

NEW BUSINESS:

(DG;WS)         Two new MD’s are taking positions for the Altar Valley Pistoleros: they are: Bob Cade (cadebob at qwest.net) and Jim Soltis (jjsoltis at yahoo.com)

(RC) Jerry Camburn has donated and fabricated a large steel gong and has been repairing the HPRS Targets IAW Ron Calderone.  We will meet this largess by offering him 2 years of membership for his material, gas & labor.

(WS) Approval for Links on Our Website (TucsonRifleClub.org) to “Non-PC” sites is requested by our Webmaster (John Luiten).  He didn’t attend the meeting.  The issue is tabled until the next meeting.  John can explain the situation at that time.

(RC) Offer to reinstate ex-member, Mike Oliver.  Agreed to open range access to Mike and remind him that he must remain courteous and virtuous behavior, sort of a probationary period.

(WS) Public Range Firing Line Relocation:

The height of the firing line with respect to the floor of the bay allows bullets that fall well short of the impact berm to be ricocheted to the adjacent ranges.  Predominantly the HPRS range.  Currently the rule is no pistols allowed as they have a potential to not reach the berm and are slow enough to be diverted at oblique angles and clear the sideberms.

Options:

1.      Place firing line on level with the floor of the shooting bay.

OR

2.      Cut into reposed dirt from present firing line; build retaining wall and locate shooting slap 8’ or so closer to the present pad.

Estimate 9 cubic yards of concrete to pour 8’x100’x4” pad at a cost of ~$1,500.

Materials for ramada (using previously approved drawings&plans by G&F) will run ~$3,000.    (Option 1) Motion to allocate $5,000 to work the firing line relocation (John Schafer will lead) PASSED.

TRC monthly meeting for February 16, 2006 @ G&F

OLD BUSINESS:

Circuit diagrams are needed to evaluate capacity and how the circuits might be reassigned and/or distributed.

NEW BUSINESS:

The area that was compacted by the earth moving contractor has been agitated and is becoming ‘moon-dust’.  Working the surface should not be undertaken unless the surface is re-compacted.  And without large (read HEAVY) machinery this is difficult.
